We have One Master Server and One Media Server with 32GB of RAM and 10GB Ethernet connection and data is backed up data domain which has four ten gigabyte connection grouped to provide redudancy and backup sap app and oracle database through BR Tools
Client Hardware running on a IBM 750 configured as a LPAR and Virtual 10GBE Adapaters and Virtual Scsi adapaters shared from VIO Servers.
Master Server Running in Windows 2008 X64 Standard Edition
Hardware Cisco UCS N20-B6625-1
Memory 32GB on Media Server and 32GB on Master Server
Intel Xeon 2.4 GHZ 6 Core and 6 Threads
10GBE intel(R) 82598EB 10 Gigabit AF Dual Port Network Two adapters.
Backup Thoughput is Extermely poor and is about 90MB per Second.

How many streams do you use to backup the SAP/Oracle database ?
If using a single stream go for concurrent streams streams (90MB/sec is pretty good for a single stream). Concurrent streams can be controlled in intSID.utl file by the "drives" option (page 154) in the Netbackup SAP administrator guide.
If recourse's are available you should see X2 in performance :)

We did tried using Devices but still the performance is touching 200MBPS that is still slow we expecting close 1.5 GBPS on a 10GB Network. we are no were close to that.

So the 10G performance is bad ?
If you did not clean 10G cables before use I advice to do this first. 10G Ethernet is extremal sensitive to impurities.
