I would say SYSDBA is required.

My limited findings are that you can use any account with appropriate privs. Why not create some test a/cs with your sysad and your dba and you can post some good info up here.
Or maybe explain some more about reluctance to use what you have already?

Thank for your support, I create a user of sysdba role for oracle app and a user of dba, oinstall group for OS authen
I find this from nbu oracle admin guide
Because the NetBackup Client Service is started by default under the SYSTEM
account, you must also give special attention to database user authentication. The
SYSTEM account does not have permission to connect to the target database if you
use OS authentication instead of passwords.
If you use OS authentication, run the NetBackup client service under an account
that has SYSDBA privileges.
For more information on OS authentication, see your Oracle documentation
2. Oracle user: tai lieu https://docs.oracle.com/cd/B28359_01/server.111/b28310/dba006.htm#ADMIN11056
These users can run oracle intelligent policy well
