How to fix this status code 1.is this driver required in restore/full recovery?

NetBackup cannot backup that file because an application is locking it. So either stop the application or exclude that file from backup after discussing it with the system owner.

These are drivers files, dont know what the exect use.. can some let me know usage of these files? these can be critical files which may required for full system recovery.

Without a vast knowledge of windows (Unix background) I would suggest that if the file is in use when trying to backup, then yes, it is an 'important' file, as it is being used. Under the host roperties for the client, have you got VSS enabled to allow open file backup ?

As suggested by mph999 enable open file backup and also set the credentials of netbackup client service and netbackup legacy client service with administrative account

You need to speak to the server owner. Fellow backup admins on this forum cannot tell you.

...these can be critical files which may required for full system recovery. 

If you want to use NBU for full system recovery, best to configure BMR backup. 
BMR has different way of capturing drivers.

Without BMR, for a full system recovery, it is best to install OS (which will include drivers), then install applications, followed by recovery of data using NBU.
