Can we import backup policies from one master server to other master server .

Yes. Copy contents of netbackup\db\class folder between servers with NBU stopped and all GUIs closed.

PS: 
Please always select the OS of the NBU server for which you are asking advice - it cannot be Windows 8...
NBU version is normally helpful as well because things change between versions....
