Are you trying to restore directly to the virtual machine?
If so, you need to install NBU agent or else restore to alternate folder on the Hyper-V server and copy files to the vm.

Thanks for yoour prompt response, i am trying to restore Whole virtual machine to same host or different host as well i tried to restore single folder of virtual also but failure.

The error in your opening post looks like an attempt to restore individual files to a vm where no NBU client is installed.
Is that right?
Please read through Notes on full virtual machine restore in above manual as well as steps listed from page 51 onwards under To restore the entire Hyper-V virtual machine topic.
If restore is still failing, please share the steps that you are following.
Screenshots may help us understand where/why the restore is not working in your environment.

Netbackup agent installed on hyper v host and i am trying to restore Virtual machine(VHD) file to same Hyper-V host and different hyper v host but same issue.

Restore of single file and restore of full VM are 2 different issues.
Your opening post shows attempt to restore a folder to client name amber.kar.com.
We need to see bptestbpcd from media server to this client name.
Please provide feedback to everything in my previous post:

Hi Marianne,
As i know to backup VM no need to installed backup agent on it only agent need to install on Hyper V Host

For file and folder restore, you need an agent on the client that you are restoring to.
Else, you can restore files to a share on the Hyper-V server.
You can read up about file-level restore in Hyper-V Admin guide.
Please take your time and got through the relevant sections in the manual.
