I'm second guessing myself on this one, so I thought I'd post and get another opinion.
For various reasons, I need to back up several Windows 2012 servers and not use the ALL_LOCAL_DRIVES directive. I've set them up to back up the C:\ drive, but can't remember if I need to chose both System State and Shadow Copy Components. From what I can find on google, backing up just the Shadow Copy should be sufficient. I've also checked the Admin Guide, but it doesn't really give me the answer I want.
Any comments would be appreciated.

You must backup Shadow Copy Components and C: in order to have complete recovery.

Yes, what you found on Google is correct.
Directive "Shadow Copy Components:\" includes "System_State:\" .

for 2012 Server C:\ and Shadow Copy Components:\ could suffice for recoverign your system !!!!!,
why dont you wanna backup "ALL_LOCAL_DRIVES" ?? u dont need data backup ??

Backing up C and Shadow copy Components is fine
However my question is are these physical servers or virtual machines ? If virtual environment then better to backup with VM policy
