What have you done to verify that all NBU services are running?
Where are you accessing NBU console from?
Directly on NBU master server or remote Java Console?

Looking at the backup failures, you have bigger issues than Activity Monitor timing out.
Please tell us more about this environment and why you felt it necessary to restart services.

Hi Marianne
NetBackup management console started slowing down and the ongoing backups started failing. I already did the basic troubleshooting restarting of Netbackup services but the issue still persist.

You need find out what is wrong on this master server.
Have you checked Windows Task Manager and Resource Monitor?
