you need to gather the inputs form scan and tpautoconf command
then use the options in tpconfig , below tech note provides the detail of it
http://www.symantec.com/business/support/index?page=content&id=HOWTO43741
typically you need below details before configuring it
-type
-path
asciiname
-index
shared [yes|no]
-robot robnum -robtype robtype]
-robdrnum robdrvnum ---> for TLD robot
-ACS acsnum -LSM lsmnum -PANEL panelnum -DRIVE drivenum ---> for ACS drive
the recommended method is to use the Device configuration Wizard.. not sure why you dont want to that...

If you're adding a single drive, command line might be the way to go. If you are configuring a library with multiple drives, GUI is definitely the way to go, no question about it (and I like using CLI when possible).

But I dont want to use the GUI console Device Configuration Wizard.
Any particular reason why NOT? If any devices are multi-pathed, the only way to configure is via the wizard.
The wizard also guarantees correct config, in the sense that OS and device name and drive position in the robot matches up.
tpconfig on Unix/Linux is quite easy - it is a text-based menu with easy to use options.
On Windows, you need to provide all parameters with the tpconfig command.
See command usage in the Commands manual: http://www.symantec.com/docs/DOC5182

Here is the command-line equivalent of the Device Config wizard:
vmoprcmd -h <media server name> -timeout 3600 -autoconfig -a
