We ran across this issue a couple months back and after logging call with support, a stop and restart of Netbackup resolved the issue.  This for NetBackup 7.7.1.    After the restart we were able to delete the disk pool without issue.

i tried to follow the below article

https://www.veritas.com/support/en_US/article.000017805

I have shared another TN 2 weeks ago:

If you did not follow the steps in the correct order, there could be orphaned entries left in EMM database.

If this is what happened, you will need to log a Support call with Veritas.
Thwy will ask you for a dump of EMM db's, after which they will provide you with a SQL script to delete orphaned entries.

NetBackup can left behind STU record somethere in the EMM. It's a good idea to unload EMM  end check if there is a record  that points to the STU.
