Unable to install Any NetBackup apps with System Account. Using psexec in system context to duplicate SCCM installation I am unable to launch any NB installation (browser.exe, setup.exe, or the .msi).
No log file is generated. BUT if I execute the .msi with SILENTINSTALL=1 and generate a log the install fails with:

CustomAction Immediate_UpdateSecurityScripts returned actual error code 1603 (note this may not be 100% accurate if translation happened inside sandbox)
Action ended 5:16:52: Immediate_UpdateSecurityScripts. Return value 3.
It appears that NetBackup can only install as an Administrator. SCCM installs with System Context so we need to be able to install with System Account.
Ideas?

Have you cheked https://sort-static.veritas.com/data/utility/SCCM_NetBackup_Client_Deployment_User_Guide.pdf ?
Also documentation says:
The requirements for silent installation are the same as the requirements for a local installation.
