Hello,
Actually we are running Netbackup 7.1 on a single server running Windows Server 2003 (just for information, we do not have Netbackup support) and we want to upgrade to a newer version 7.6.
My question is, should we buy a licence or we can get it when renewing Netbackup Client Support?
My second question, can we make the upgrade on Windows Server 2003 or we have to upgrade the OS too to Windows Server 2008 or earlier versions?

While you are sorting out maintenance vs new purchase with your local reseller, you can use this TN to migrate to W2008:

1: The answer is, "that pretend". You should discuss license issues with Veritas or a authorized Veritas re-seller. Usually renewing a expired support require you to pay for the month from last support contract ended to current time. But term may be different for you.
2: Windows 2003 is out of support. You should upgrade windows

As noted, licensing issues and accessing upgrade software needs to be handled through Symantec/Veritas or a Symantec/Veritas re-seller/partner. They will describe the terms and conditions.
Windows 2003 is still a supported Windows OS. It's described here:

True for Veritas/Symantec but Microsoft has announced end of life for Windows 2003.
