VM restore failure (2820) Netbackup 7.5

I have tried the solution I found in a different thread (https://www-secure.symantec.com/connect/forums/netbackup-75-vmware-policy-restore-error2820) about selecting the "remove backup information for devices like DVD/CD-ROM drives, serial or parallel ports" but the restore of my VM still fails.  As soon as I kick off the restore a C++ runtime error pops up, clearing the error leads to immediate failure of the job, 2820 error code.

Not really sure where to go from here, if more info is needed let me know.

Is this a VMware VM Template?

Not a template as far as I know, it is just a basic windows server.

Sorry, to update this, yes the server was built from a VM template.  If that is what you were asking.

It is hard to determine the root cause of C++ Runtime error. You should open a case with Symantec if you have never.

This is file level restore? or vm level restore?

This is a full VM restore.  I know I read for file level the VM has to have client installed, but we were just trying to restore the whole VM as a test first.
