VTL and NDMP

Can we consider NDMP as VTL? or both are different?

NDMP is a NAS backup control protocol - is not data carrying.

VTL (virtual Tape Library)  are disc drives with a controller in front emulating tapes and tape drives.

So the initial answer is "different".
