Vault duplication schedule issue

Netbackup version 6.5.3.1
 
Our current schedule, backing up to a VTL is:
 
Daily incremental – every mon,tue,wed,thur
Retained on the VTL for 2 weeks
 
Weekly full – every 2^nd, 3^rd, 4^th, & last Sat
Retained on the VTL for 2 weeks
 
Monthly full – every 1^stSat
Retained on the VLT for 2 weeks
 
Our current Vault duplication jobs are:
 
Weekly Full – every 2^nd, 3^rd, 4^th& last Sun
Retained on physical tape for 1 Month and stored offsite
 
Monthly full – every 1^stSun
Retained on physical tape for 1 Year and stored offsite
 
What I’ve been asked to do is set up two other vault jobs to run twice a year (replacing two of the monthly jobs) and be retained for 7 years.
 
My first idea would be to create a new policy and vault profile set to run on particular dates of the year duplicating the monthly data held on the VTL.  I would have to exclude specific dates from the weekly and monthly vaults jobs so they don’t try to run at the same time. 
 
Is there a better way to do this?  Would storage life cycle policies provide a better more controlled solution?
