Does your NAS have the ablilty to connect to a library? NetBackup usually can go though NDMP with a library attached to storage.
We really need more information about your setup to give you ideas.

My NAS does not have access to library. NAS is connected to media server and media server is having locally attached library.

If your NAS can have storage device attached eg LTO over fibre then the answer is probably yes assuming on the h/w matrix.Something else eg master or another media server can manage the robotics if need be, the drives and etc are directed by NB.
Eg I have NAS with 2 drives zoned into it. The drives live in a 4 drive robot which in turn is managed by a windows media server (which has the other 2 drives zoned to it). And that in turn is managed by the master server 30miles away.

The NBU for NDMP manual is your friend.
Then there is also a hardware guide if you want to give NAS server access to tape drive(s).

You have 3 choices to backup NDMP with NBU:
In your environment, it seems that backup to media server is your only choice.
