When the new pool was added

I need to know when (date and time) the tape pool volume has changed (new pool), even if a tape has not been written (0 Kb). Is there any command or is it even possible to see this somewhere in the GUI?

It is not possible to see this in the GUI.

Some changes to configuration are tracked by NBU auditing but I doubt that pool changes will be one of them.

You can run 'nbaudit' from cmd (in  ...\netbackup\bin\admincmd) to see a list of changes that NBU has logged.

Other than that, the only other place where the change may have been logged will be in one of the volmgr\debug folders - but only if the log folders were created beforehand. 
No idea which one, but probably one of these logs:
daemon, reqlib, tpcommand
