Did you try using cmd as admin? Just making sure you did because I didn’t understand your last line

‘From admin dos prompt I can run other commands in bin just fine bpdown bpup, certcmd’

Hi

I do see two such options:

  1. Open a case with Vertias to sort this out
  2. Collect sysinternals suite and troubleshoot by your own, ie. run procmon and filter it for bpps.exe and see what its trying to open... some knowledge on sysinternals suite is needed. Home website of above tools https://docs.microsoft.com/en-us/sysinternals/

https://docs.microsoft.com/en-us/sysinternals/downloads/procmon - description of procmon tool...

good luck.
