Can anyone help me to resolve this issue... ??

The reason is actually clear in the job details: Reason: Robotic library is down on server, Media Server: pmcrbbkupmed02,   Robot Number: 4, ..... Check media server system logs for errors, check physical connectivity, check robot display panel for errors.

and because the robot was down backup failed to start within the configured backup window thus status 196.

There is no physical connectivity issue, i found the solution by Deleting the robot in Windows Device manager and then rescan.

Now its working fine.
