I have one question? Please share the steps as what to do if disk is not coming online after vmoprcmd -up command.

Disk or tape drive?

I would say that you need to start troubleshooting on the media server and verify device is alive and well and accessible at OS level.

Check NBU and OS logs.
Logs will depend on device type.
