Would a full backup now followed by a Differential or Cumulative Incremental Backup work?  It sounds like that is what you are after.  You would need to set your full backup for an infinite retention period..

check out
de-duplication with puredisk
or

Veritas NetBackup Storage Migrator

Veritas NetBackup Storage Migrator extends NetBackup with storage management capabilities to automatically store data on the most appropriate media from creation to disposal. The result is improved storage utilization, better control of data growth, and more efficient regulatory compliance. Because only active files are kept online, disk storage is extended and backup requirements are reduced.

You can achieve it if you perform one time FULL backup and then run regualr differntial/cummulative backups on top of it. This approach may increase restore time in case you need to restore the entire drive/filesystem/directory.

If you want to follow standard backup cycle like weekly Full and daily incremental then Netbackup can not support your requirement unless you initate backup from the client side  through command and provide a backup file list name with it which has all the files you want to backup. Basically, you can create a simple script which will first create a file list based on your requiremnts ( last modified time or last access time etc) and the run

bpbackup -f listfile

along with any other paramaters you want to add but to achieve this you will have to create user backup schedule in the policy and user based backups are always FULL backups. You can address this issue by adding your client as server in Backup configuration (bp.conf) this gives you capability to use other schedules as well BUT some people may consider it as security issue. As soon as you define your client as SERVER in netbackup configuration, the client gets Full access to NetBackup.

i know in backupexec 12  we have the option of excluding the folders unchnaged past few months and it will only backup the files or folders changed . i am not talking about incremental backup concepts..

is there any other idea to use exclude all files unchanged beyond 6 months in netbackup?

not in NetBackup. You would have to script something or use an additional product to move the data to another storage device.

you could use something like find / -mtime +120 in a bpstart_notify script to find old files and pipe the output into your exclude_list. For windows clients you have to create a .reg file and import it...
