It works. Trust me. I have used it with W2000 clients for many years across all NBU versions that supports W2000.
If you are experiencing issues or not sure if it's working, create bpbkar log on client.
This will show you at the start of the backup how Exclude List is used.

Same as for any other Windows Client.
Either via the GUI on the Client itself or using Host Properties on the Master server:
Clients, select Client name -> Windows Client ->Exclude Lists.

Configured correctly, an exclude list *should* work on any supported OS. So yes, Win2000 exclude lists *should* work!

Yes, exclude lists work on Windows 2000 servers.

also, you need to upgrade your OS and netbackup soon ;)
