I seem to recollect that there was a problem with doing restores. It had to do something with, if NetBackup creates the directory then the ownersip is root:sys. I don't remember which version of NetBackup had the problem and if/when it was corrected.?
The closest I could come to answering my own question is
this technote:
When restoring files or directories owned by a deleted user, the ownership of the restored files or directories will be changed to root.
