for BMR backup installation my PXE clients getting error

I am using Veritas Netbackup 6.5 on Win2003 Server. I have also configured the DHCP and also add #60 = Client Identifier (set to "PXEClient").. I am trying to boot from NIC to install BMR restore via NIC but i am facing the below error 

ProxyDHCP service did not reply to request on port 4011
