If you are backing up netbackup catalog then you are OK.

for unix/linux masters,  Netbackup configuration including policies is protected with netbackup catalog backup.

For windows masters, you must protect windows registry with a windows policy (OS+registry) also.

Note that netbackup KMS database is not part of netbackup catalog backup,. If you are using netbackup encryption keys you can optionally  back up KMS database with separate policy. Else, in case of disaster, you have to recreate the KMS keys using the exact pass phrases

do you asked for tape encryption? If not, 99% you do not have KMS.

run the command

/usr/openv/netbackup/bin/nbkms -info

if the command return error, then KMS is not initialized.

Policies configuration files are in /usr/openv/netbackup/db/class

Do not manual edit those files, they are checksum verifyed.

KMS: if tape volume pools are prefixed with ENCR_ you have KMS active.
