image cleanup/expiration is deleting files even though retention not met

hello,

 we noticing very very strange situation in my NB - but its not across all policies few/random. example

client: prodlinuxsite1  - this client policy retenion is 3 weeks ( here i attach the policy screenshot ) no changed recently at all.

so until today the last incr image retain should be Apr 1 , but u can see below the last incr is 4th.

and i noticed in admin logs that apr 3 image got deleted - apr 3 is well with in 3 weeks so is anything i mising here ? 

master/media version  7.6.1.2

opened case with veritas - and found below but it make sense now.

" This is working as designed. When the full backupid expires, the incremental backupids that depend on that full also expire"

 

 there is a technote but currently it is not yet public.

So... that means that you have missed a Full or it has failed without any attempt to rerun? Not good....
