Hi 

Is there a best practice in terms of backing up the KMS database and how long it needs to be retained.

No - But I would backup it every day and retain it for 14 days on a device not on tape.

Backup to a device that is encrypted and you have lost the encryption keys conduct a true catch 22. So don't

Furthere more I strongly recommend to records all passphrases and key tags. Using the passhrases you will be able to re-establish the KMS database.
