this is the tech doc I found
 
 
My tapes are setup with Media type HCART
 
MY drive type is HCART   IBM.ULT3580-TD4.xxx

Now according to everything I read LTO4 is setup as HCART
but looking at that tech note - my tapes are reading as LTO1?
below is from the bptm

14:51:22.548 [401564] <2> manage_drive_attributes: report_attr, fl1 0x00000049,fl2 0x0000000c

 It seems LTO4's shouldhave a much higher number for fl 1.

So what do I have wrong that kms won't let me encrypt to the tapes?

I had placed a call to IBM to see if there was anything on the Library that I need to do to allow Application Managed encryption ( which according to the manual is default) Well, it's only default of you TURN IT ON. The book for the library did not say anything about having to turn that on.
 
We just did that and it is now backing up to tape.

I like that - it's like our Sun M3000 & M4000 servers. They have dual power supplys but dualpowerfeed as they call it (redundancy) is not enabled by default (or it wasn't on ours anyway!), you have to TURN IT ON! Remove PS1 - not problems (probably as it's not feeding the server), remove PS0 & splat!!
