Each client machine where you want to use the FlashBackup backup method would need it's own NetBackup Enterprise Client license. Confusingly, this license key gets installed on the NetBackup master server, not the NetBackup client machine.
The NetBackup Enterprise Server license on the media server does not enable the FlashBackup functionality on any client, it only allows you to use the media server to backup other computers.
I am confused between the ENTERPRISE SERVER LICENSE AND ENTERPRISE CLIENT LICENSE?
server license is used on master server and client on clients?

Have you read teiva-boy's post about Enterprise Client? Please have another look: https://www-secure.symantec.com/connect/forums/licensing-27#comment-9275781
Standard Client allows OS backups only - MS-Windows policy for Windows clients and Standard policy for Unix/Linux clients.
Please reach out to your local Symantec reseller. They will be able to provide you with a user version of the Licensing Guide - only available on Symantec PartnerNet and not to general public.

Server and Client Licenses are installed on the Master Server.

It is clear that you have copied the text in your opening post from somewhere else. Whe have asked you previously to include the URL. https://www-secure.symantec.com/connect/forums/netbackup-licence-question
There is nothing confusing about license keys that are added to the master server.
The master server is where you create policies and where the different policy types must be available. The license keys enable the different policy types.
