nbpushdata -add failed to be executed from master after upgrade to 6.5

Hi,

I received the following error when trying to execute nbpushdata -add from master (windows 2003) after upgrading to 6.5:

"EMM interface initialization failed, status = 195. Cannot connect to nbemm. Verify that the nbemm is running on the EMM server."

When I checked the Window services, the EMM service is not started. Manually starting the service also not successful.
