please I went to install media server but I do not how to do it in cluster active active I whent step by step.

Media servers cannot be clustered in NBU 7.
Have a look at Appendix A of NetBackup High Availability Guide http://www.symantec.com/docs/TECH127045.
This section explains the installation of Media Server software on each individual node and how to create an 'Application Cluster' that will enable you to create Storage Unit(s) using virtual hostnames.
The Install Guides also contains information about media server installation in a cluster:

Install Media server software server on each individual node, same as with any other media server.

Hi,
Firstly, SQL cannot run active - active, what you might have is two separate instances running on two separate nodes, both online at the same time. Thats not really active - active, each instance is active on one server and passive on the other, and vice versa.
Ok, now that we're done with the clustering lesson. Please follow Marianne's note to the NetBackup high availability guide. This will allow you to define an app_cluster for each of your SQL instances using the network name that they are accessed with e.g SQLVS1 and SQLVS2.
nbemmcmd -addhost -machinename virtual_name -machinetype app_cluster
Once you have defined the app_clusters (SQLVS1 & SQLVS2) you will add the physical nodes to them
nbemmcmd -updatehost -add_server_to_app_cluster -machinename node_name -machinetype media -clustername virtual_name -netbackupversion 6.5 -masterserver master_name
You can then create 2 storage units, one for SQLVS1, and another for SQLVS2. Since these names are tied to the IP addresses configured in your cluster the backups will resolve the name to the IP, which will always be online as controlled by the cluster. Thereby ensuring your backups occur to the same node as where the application (SQL) is active.

can be upgraded to version 7.0 and remain clustered.

So, for an existing media server, what is the best solution :
To upgrade the existing cluster, or to switch to an "application cluster"...
And if it is better to switch to an application cluster, can I convert
the "media cluster" to an "application cluster", or is it better to
déinstall and re-install the two media servers ?

Hi,
I would decommission the virtual media server using the NBU 6.5 decommision media server utility.
Then I would uninstall 6.5 from the media servers, and install 7.0 onto the two media servers.
Can i ask, why did you install a clustered media server in the first place. Is there a clustered application (SQL, EXCH, etc) installed on these two servers?
If there is, then setup the app_cluster as per the guides. If not, just run the media server as you would any media server. If you want some type of failover / high availability use storage unit groups

No, there is no clustered applications on the NBU 6.5 media server cluster, it is only a cluster of file servers.
But for true image backup, there is some NetBackup data files on the client (for move and delete detection). If these files are not shared, I don't know how true image recovery can be "true" ?

the NB Admin Guide for Windows Vol.1 ver 7.1 (pag 218, about decommissioning limitations) and this techdoc:

about decom utility for NB 6.5.6 says the same:
nbdecommission doesn't work with clustered media server.
