We are planning to decom the tapes and use AWS cloud s3

Do you have any idea on how we can backup to cloud if we are using proxy.

Also how nbu limit the connectivity ?

Before even trying to backup to could, go and talk to the responsible for the proxy, to see it if can support the load from Netbackup.
