Since you are on NetBackup 7.1 version, you would need to perform an NBCC check on the master server to start with.

"NBCC.exe -upgrade"
If any inconsistencies are reported, then a case with support would be required to fix them. Ofcourse without support exception this would not be possible.

If no inconsistensies are reported take a FULL catalog backup and perform the upgrade. If your catalog size is not too large you can directly upgrade to NetBackup 8.0. Once upgraded wait for the catalog migration to complete successfully. Then take another FULL catalog backup and migrate to the new OS i.e. Windows 2012. If you are moving to a new hardware, you would need to install NBU 8.0 on the new server keeping hostname and install path same and then perform a catalog recovery.

If your catalog size is large, I would recommend upgrading to either 7.6.1 or 7.7.3 version from the current NetBackup version. Once successful wait for the catalog migration to complete, then take another FULL catalog backup followed by upgrading to 8.0 or higher.

Any particular reason why you are planning for 8.0 and not the latest or n-1 version of NetBackup.?

Start with Veritas SORT:

Note: For system requirements, documentation, and compatibility information, please use the Installation and Upgrade checklist found on the SORT website before any upgrade:

Technically it's possible to upgrade straight to 8.0.

As per 8.x Upgrade portal

NetBackup 8.0 :

Key Notes:
1. NetBackup 8.0 will be a complete installation package.  Prior to upgrading run a Catalog Backup of all databases including Media Server Deduplication Pool (MSDP).

2. Upgrade to NetBackup 8.0 can occur from all NetBackup 7.x versions. OpsCenter should be updated first, followed by the NetBackup Master Server, then Media Servers, then Clients.

3. The currently installed version of NetBackup affects the upgrade process for the NetBackup 8.0 upgrade.  Please review the  NetBackup 8.0 Upgrade Guide for more details.

Point 3 is extremely important - because you have missed NBU 7.5 upgrade, you need be mindful of the catalog conversion that will be taking place.
If you have MSDP, there will be dedupe conversions (that were originally part of 7.6 upgrade).
Take note of the web user and group that is needed and must be in place before 8.0 upgrade.

Once you have upgraded to 8.0 and all is working fine, you can start to plan migration to new W2012 (or later) OS.
Have a look at this TN:

Using catalog backup and recovery to transfer NetBackup catalogs between Windows master servers as part of a hardware refresh:  http://www.veritas.com/docs/000041076

  • Download the NetBackup 8 version that you want to upgrade; NetBackup now gives complete installation pkg instead of base pkg and patch. E.g. we can upgrade directly to 7.7.3 without base package install of 7.7
  • Read Release Notes and Read 8.1 Upgrade guide
  • Check Compatibility Matrix - OS Version, OS Hardware, OST Compatibility or Advanced Disk Compatibility, Tape Library & Tape Type Compatibility,
  • NetBackup tools to run prior to Upgrade – NBCC
  • Open a case with Veritas to review the NBCC output
  • Use NetBackup SORT to figure out all the details about the Upgrade
  • Take a print of the Upgrade Steps and keep handy
  • Keep license Key handy just in case asked during the setup or after upgrade
  • NetBackup Operating System Compatibility Checker - Run WinDC_GUI on all servers and all results were good
  • Save registry of master and media (if this is Windows Env)
  • Make sure enough space is available for upgrade on drives of each server we are upgrading
  • Start Catalog Full Backup prior to Upgrade. Prefer to take the catalog to Basic Disk Stroage unit
  • Stop all the background or scheduled jobs on master & media server related to NetBackup
  • Disable the OpsCenter Data Collection just before the upgrade
  • Deactivate all NetBackup policies
  • Disable all storage lifecycle policies (SLPs)
  • NBU Webservice account information required - This is important, so read about this before upgrading to 8 version
  • Shutdown NetBackup on ALL the NetBackup Servers
  • Upgrade Master and then upgrade Media servers
  • Take the screenshot where required during the upgrade process
  • Once Upgrade is successful on the Master, test if all the process are running
  • Run a test backup manually and check if it completes. Run few administration command and check the output and verify it matches as expected
  • Check the Java Console
  • Test a Restore post Upgrade from file system backup
  • Start all the background or scheduled jobs
  • Enable OpsCenter Data Collection
  • Configure Catalog Backup Pharse - else catalog Backup may fail
