I'm trying to create logs for client deduplication to troubleshoot something but logs are not created. I've tried on Windows and AIX. I modified DEBUGLOG and LOGLEVEL in pd.conf in ost-plugins directory. Does NB 7.6.0.4 create this log?

When you modified DEBUGLOG in pd.conf, did you uncomment it?
If the line is still like this:
# DEBUGLOG = C:\pdplugin.log
... then you have not uncommented it. Remove the # in front, restart Netbackup client services, and try again.
FYI, it works on my 7.6.0.3 Windows client.
