restoring c:\windows out of a vmdk style backup

Is there a limitation in regards to doing a file level restore of c:windows out of a vmdk backup?

When we try to restore the c:\windows directory out of a vmdk style of backup (redirected to another client) we get the error below

 Error bpbrm(pid=21251) client restore EXIT STATUS 5: the restore failed to recover the requested files

VMware policy restore error(2820)

we can restore smaller directories from the same image but anything that is bigger seems to fail always with the same error. It happens to Hyper-v restores as well. The c; windows directory I am trying to resore out of the vmdk is 7.7GB with 25,000 files.

We are running netbackup 7.5.0.3, am I running into some sort of limitation in regards to doing file level restores out of vmdk backups??
