when running bpdbm-consistency command, this command disables a service of the master server? Can I run it with running backup jobs?

It doesn't disable anything.

It does put a load on the master though, so best to run it during a less busy time if possible.

Yes it will run fine. As mentioned by mph999, it will put additional load on the system and you may** get the odd result depending on what is being written to the catalog at the time.

** you may not too :o)

I would run this when nothing else is running - and also avoid mid day and mid night when the automated cleanups run - otherwise you will get misleading results

Hope this helps
