"...
UNIX conventions that are permitted on Windows
You can use UNIX conventions in the backup selection list for Windows clients. UNIX conventions are similar to those for Microsoft Windows, with the following exceptions:
■Begin each line with a forward slash (/).
■Omit the colon (:) after the drive letter.
Specify / to back up all local drives except for those that are removable.
The following example uses UNIX conventions:
/c/
/d/workfiles/
/e/Special/status
/c/tests/*.exe

it likely converted the / to be "ALL_LOCAL_DRIVES"

Netbackup uses TAR to do the backups, if it is unix or windows.
So I would agree with Kevin, that it took / (which tar does know) to be all local drives.

Maybe a Symantec person can verify if  NB takes windows items can converts them to something tar understands.

Windows Admin Guide:

"You can use UNIX conventions in the backup selection list for Windows clients" e.g. MS-WINDOWS-NT policies

"Specify / to back up all local drives except for those that are removable." e.g. C drive

As your Master and media servers are UNIX, you have to enter the selections manually. There is no option to browse the filesystems for selection list.  But in  policy selection list  you can specify  as  ALL_LOCAL_DRIVES or type in the paths.
