No. System Volume information is nothing to do with NetBackup

Seems Windows Indexing service is creating this file (as per various Google finds.... e.g. https://support.microsoft.com/en-us/kb/247093 )

What makes you believe this file has anything to do with NetBackup?

System Volume information holds data for a number of things... Volume Shadow Copy for Previous versions, DFSR internal folders (staging, conflict and deleted, preexisting files) and some other stuff I can't recall right now.

If you have any of the above enabled, consider reducing their quotas.

Maybe "indexing" is eating your space:

http://www.pcreview.co.uk/threads/catalog-wci-folder-does-what.2478899/

...but as a file server, it is highly likely that you need the indexing, but then again you may not.  Do you have any Windows Server Admins on site?  Maybe one of them can help.
