Obviously review the NetBackup 7.0 Upgrade Portal first
http://seer.entsupport.symantec.com/docs/332137.htm

And review the OS compatibility matrix for support of the media server OS at NetBackup 7.0
But I would presume that inserting the correct server software in the media server and running the install script would take care of it all for you. It should be more simpler and less variables to contend with than a master server upgrade.

Amin123, you never told us if your master eventually upgraded successfully?
https://www-secure.symantec.com/connect/forums/netbackup-ugrade-60-mp4-hang-nbdbmsstartstop-start-and-upgrade-will-fail
If you don't mind, please update that post with the end result?

You did not mention the O/S on your media server? If it's Solaris, you will have to remove all NBU packages first. Deactivate the media server on the master before starting the upgrade.

As per Suart's post, start 'install' script from the Server software media.

Hi,
The master server upgrade failed for the first time with the above reason.
Hang at the /usr/openv/netbackup/bin/nbdbms_start_stop start   phase, after that the upgrade failed and the database validation also failed.
I did not back out for that, what I did,
Before the upgrade I take the mirrored root volume out of the system after breaking the link just immediately before the upgrade.

metastat -c
d0               m   48GB d10 d30 d20
    d10          s   48GB c1t1d0s5
    d30          s   48GB c1t0d0s3
    d20          s   48GB c1t0d0s0

So I did take some time to trouble shoot and found that it did not like the /etc/hosts file. I change the /etc/hosts, because while pinging the fully qualified host name with –t option, some time it will give time out, so changing the /etc/hosts and ping again, it works fine.
To solve this issue, I did insert the mirrored volume again and reboot the server from it.

Again the second attempt failed with the below messages.

What I did is as follow
  1. Remove  VRTSnetbp
  2. chmod -R 777 /tmp
  3. Start the new installations and went fine successfully.
  4. Check the database validations and found O.K
  5. Also start the NetBackup process and take backup and restore.
  6. Upgrade the rest of media servers (12).
  7. Upgrading the media server is just straight forward steps and easy task.
