I have personally battled with this last week (using NBU 7.5.0.4 on W2008 R2)...
Issued nbpemreq -updatepolicies, followed by nbpemreq -predict_all ....
No output.
Done this about 3 times. No output.
I eventually closed the GUI, stopped and restarted NBU, only then did nbpemreq -predict_all .... produce the desired output.
I guess I could have waited out the 10 minutes, but I had to be sure that backup would start within 15 minutes.
Hopefully every one else has more luck with 'nbpemreq -updatepolicies'.

And where can i find "Policy Update Interval" parameter or how can i change the default time ?
