how can i get rid of symantec. NEED HELP FAST COMPUTER IS BREAKING

this **bleep** symantec ruined my girlfriends computer... it keeps popping up red balloons in the bottom right corner and has slowed her computer down completeley. it takes around 1 hour to load a page on the internet and whenever i try to delete it, it just says dont have the sufficient privaleges.
