2. If '1' is not possible, if we add Site-B netbackup master server to Site-A OPS Center for reporting is there anything we need to Change in the Hardware or Software of OPS Center server of Site-A.

Merging 2 opscenter dbs is not possible considering there are ids each entity gets in opscenter db and 2 diffrent dbs might have same entity ids which would cause inaccurracies if merged. You may just add the new server ( from Site A)  to existing OC server (on site B) and keep the old OC server ( on site A) just for historic report.

You may refer to Opscenter Performance and Tuning guide (Sizing considerations)  to make sure your current server can accomodate the new server . Basically it depends how many master servers you add, how many jobs run every day , number of policies, numberof images ,how many schedule reports you have among many other factors.

It is also advisable to keep you Opscenter on the highest level , so depend upon the version of master server you might need to upgrade opscenter server.

Thanks
