There is a known issue with Opscenter 7.1.0.4 where after applying the 7.1.0.4 OpsCenter upgrade, degraded performance is seen OpsCenter on Windows due to a CPU restriction imposed on the database.

You may check the folowing on Opscenter server.

Install_Path\Symantec\OpsCenter\server\db\WIN64>dblic.exe dbsrv11.dll

Just as a follow on from this, I was having the same issue as abhinav on Windows 2008 R2, OpsCenter 7.1.0.4, NetBackup 7.1.0.4 Master servers whereby CPU performance peaked at 100% on a single core.

I swapped the VM for a physical server and was seeing the same issue, applied the solution in TECH186820 and the problem was resolved.

Many thanks Deeps

My solution was to use DPA - Data Protection Advisor. Rock Solid - Everyday.
