Not using available bandwidth

I'm running RepExec on a healthy 1GB Ethernet link between two systems, they are both on the same switch. I can't get RepExec to use more than 3% of the available bandwidth. I'm not sure what else to check. I can run other programs and use a great percentage of BW.  Throttling is set to 50% of a 1GB link.

The highest transfer rate I've seen is about 25 to 30 Mbps where it is allowed 500 Mbps. Is anyone else seeing better throughput? Ideas? I wanted to finish this replication locally then move it offsite where speeds will be at 8 Mbps.

We were never able to get more than 4% of the bandwidth even without throttling. This was on a direct wire, time estimates were 5 days. We abandoned the product and loaded WANSync. With no system or network changes it used almost 100% of the bandwidth we allowed it and finished in less than a day. It would seem to indicate the problem is in Replication Exec.
