VVR from 2 node VCS cluster to a Single Node (non-VCS)

Primary site: 2 node VCS cluster (SFCFSHA)

Secondary site: single node - VCS not installed. only VxVM installed.

Can we setup VVR replication from primary to secondary without the sites are configured as a global cluster?

However, your application HA is only on the primary site locally and the replicated data on the secondary server is only for data backup and off-host processing,
