When the license expires, the service is stopped, does it ?

No the service will not stop and even if you reboot, the service will continue to run with an invalid license, but as in the link that Marianne provided:
The product is no longer in licensing compliance even though it is still functioning properly
Also the warning messages will become more and more frequent until the point it will flood the logs making it difficult to read logs.

Not exactly sure I understand your question.
Are you asking if services will stop?
Or are you experiencing an issue where services have stopped?
Which SFW version?
When eval period has expired and you have not added this system to VOM server, you should see warning/error messages in Windows Event Viewer.

The technote Marianne provided is for SFW and it makes not difference if this is used with MSCS or VCS (SFW HA) or stand alone SFW. The same behaviour is true on SF for UNIX/Linux also - i.e regardless of platform Veritas Storage Foundation will still function properly when keyless license expires, but the product is no longer in licensing compliance.

To get into license compliance, you need to do one of the following:
1. Install a valid permanent license key
or
2. Configure the host as a Managed Host from a VOM server in the environment.
