System has changed to RUNNING to FAULTED!

I have notified that the VCS system has firstly changed to regardy membership as the error show below,
      "V-16-1-10087
      System VCSTREASURYDB02 (Node '1') is in Regardy Membership - Membership: 0x3, Jeopardy: 0x2"
and the the system will try to retrieve the cluster membership. However, the system changed the state from
RUNNING to FAULTED as the error messages shown below.
      "V-16-1-10079
       System VCSTREASURYDB01 (Node '0') is in Down State - Membership: 0x2"
       "V-16-1-10322
       System VCSTREASURYDB01 (Node '0') changed state from RUNNING to FAULTED"
and then the system has taken the "FAILOVER" process.
My question is : Why did the VCS run the failover without any faulted resources? Is it the VCS system will run the failover while it has changed the RUNNING state to FAULTED!
