BESR 2010 - Can't perform "Recovery Point Set" AND "Files and Folders"

I'm running BESR 2010, version 9.0.1.36527 on XP 64 bit w/ SP2, and Windows 2003 Server SP3. I've also run the Live Update option to get the latest BESR patches... I have also run the FixInstall.bat file.

I have two tasks defined. One is a F&F task, the other a RPS task. I can get one or the other to run, but not both consistently.

To test I always start by rebooting the PC. After logging in I can always repeatedly run the F&F task. The RPS task won't run at all. It reports the error:
High Priority Error: Error EC8F17B7: Cannot create recovery points for job: CDrive Image.
        Error E7B70001: Win32/Win64 API DeviceIoControl(IOCTL_VSNAP_SET_SNAP_VOLUMES) failed.
        Error EBAB03F1: The device does not recognize the command. 0xE7B70001 (Backup Exec System Recovery)

If I restart the service "Symantec SymSnap VSS Provider", the RPS task will repeatedly run, but the the F&F task won't. It fails with error :
High Priority Error: Error EC8F1C50: Cannot create file backup for job: Test.
    Error E7B70005: Snapshot error Error EBAB03F1: OS error 2147754774.. 0xE7B70005 (Backup Exec System Recovery)

Any help or suggestions would be greatly appreciated!

While looking through the log file at C:\Documents and Settings\All Users\Application Data\Symantec\Backup Exec System Recovery\Logs\VProConsole.log.txt I notice the following exception happening all the time:

0.02 0.00 0.00 MainForm.InitBetaComments exception: Unable to load DLL 'bclib.dll': The specified module could not be found. (Exception from HRESULT: 0x8007007E)

First, I hate to see the word "Beta" in logs of programs I've purschased. .  Now, what's that DLL all about and should it be present??
