Cannot Active using this licence key

I am trying to install the Backup Exec System Recovery 8 Desktop Edition, but it moans: "Cannot activate this product using licence key xx-xxxx-xxxx-xxxxxx" .  I have checked with symantec customer support and they have confirmed that I have a valid licence key. 


Could it be that the Desktop Edition does not want to install on a Windows 2003 standard server, and gives a misleading invalid licence message?

The BESR801_AllWin_Multilingual_Prod.zip file downloaded from file connect will install on both a Windows workstation and server OS. Be sure that it is not the, ‘option,’ version of Backup Exec System Recovery that often comes bundled with Backup Exec Windows Server 11 or 12 or if you are licensed for that specific build to go back to file connect and download the option package and use it for the install.
