Do we allow System Recovery Monitor to be installed and used on another PC or server that doesn't have the System Recovery license?

Yes, I believe that is not an issue.

However, if System Recovery is not installed on that machine, you will not have the 'connect to' option (that allows you to connect to a remote machine and create/edit backups for example). It just means that you only have the ability to see the status of remote machines.
