NTFS-Rights are not restored correctly

I have made a complete backup of my machine. When I restore a file which has from the folder inherited rights and an additional right (anybody, full access) the restored file has only the inherited rights but not the additional right.

When I open the restore point in explorer and look at the properties of this file, there are the inherited rights and the additional right. So I can see, that the rights are correctly written to recovery point but not correctly restored.

Any ideas, what I make wrong?

Have you mount the recovery point as a virtual drive and then use xcopy's ACL switch (i.e. /O) to see if the permissions are preserved when the file is copied?
